A rule about an action a license is silent on: what applies when the license neither permits, prohibits nor requires that action. A rule names the action (dalicc:appliesTo), the outcome (dalicc:defaultOutcome), the territory it holds in (dalicc:inJurisdiction), the statute or principle it rests on (dalicc:ruleBasis) and whether it is adopted or only proposed (dalicc:ruleStatus).
Instances live in the dependency graphs of licensedata/dependencygraph/, beside the axioms, because a graph is the layer of statements about actions and can be chosen per check.
Nothing a rule states is legal advice. An adopted rule is the library's reading of a legal default, a proposed one is a question for a legal reviewer, and what a license means is decided by its text.
